This PR begins the ge-urs work: adopt deny-by-default permissions for agents.\n\nChanges:\n- Update .opencode/agent/build.md to replace blanket allow with a small allowlist and set '*': ask\n- Add scripts/check-agent-permissions.sh to assert no agent file contains "*": allow\n- Add intake draft at .opencode/tmp/intake-draft-ge-urs.md describing planned broader changes\n\nThis PR is limited to metadata only for safety.
